MoU signed for CFC ; IM is still an unlawful group: Biren

To the State Government, NSCN-IM is still an unlawful organisation, asserted Chief Minister N Biren.
The Chief Minister made this remark in response to a query raised by media persons during a press meet held at his office this morning before signing an MoU for introduction of a Citizen Facilitation Centre.
An FIR has been already registered in connection with the assault on a team of AMSU volunteers and musical artistes at Nungba by NSCN-IM on September 3 and search is going on to nab the perpetrators, Biren said.
State Police have been seeking assistance from the army in view of the hilly terrain where the anti-social elements have been operating.
Moreover, they are underground militants, he said.
Even if NSCN-IM has apprehended two individuals involved in the September 3 assault as posted in social media, the State Government has no legal authority to ask the militant outfit to hand over the apprehended individuals.
Nonetheless, the State Government is deeply concerned with the assault on students and artistes and maximum efforts are being invested to nab the perpetrators, said the Chief Minister.
If may take some time but the culprits would be certainly apprehended, he asserted.
The State Government has its own limits.
When something untoward happens at Noney or Nungba, the culprits cannot be nabbed immediately.
He then expressed keen desire for AMSU to ponder over these points and withdraw their proposed highway blockade.
Notably, AMSU has called a 100 hours total blockade on Imphal-Jiribam highway with effect from September 8 midnight in protest against the September 3 assault.
To a query on establishment of highway protection force, the Chief Minister informed that 34 points have been identified along different highways for deployment of security forces.
Regarding the MU crisis, Biren stated that the State Government will uphold the MoA signed on August 16 in front of him and the State Government will urge the HRD Ministry to take up necessary action as per the MoA.
Later, the State Government signed an MoU with VFS Global to introduce Citizen Centric Service Delivery System by establishing a Citizen Facilitation Centre under MAHUD Department in the State.
Chief Secretary Dr J Suresh Babu and Debkumar Bandyopadhyay, Head of Business, South Asia Region, VFS Global exchanged the MoU in the presence of Chief Minister N Biren Singh at a press conference held at the Cabinet Hall of the Chief Minister's Secretariat today.
The Chief Minister said that more than 50 services would be made accessible to the public under Single Window System with the commencement of services of the Centre to be implemented under PPP model.
People would not need to go to different offices for getting documents or delivery services like birth certificate, income certificate, caste certificate, ration card, Aadhar card, marriage certificate, driving license and education enrolment etc.
as all these services would be made available at the Facilitation Centre to be opened at ISBT, Khuman Lampak.
In addition, Visa facility for many predetermined countries like France, Italy, Germany, Singapore, Switzerland, UK, Thailand and Schengen countries etc.
will also be made available to the public, he added.
Stating that the Centre would be functional by the first week of November this year, the Chief Minister also conveyed that the Centre would also provide door to door delivery of selected services to start with, which would be extended in future.
N Biren also said that VFS Global was selected through open tender in a transparent manner.
He added that the VFS Global is the world largest technology services specialist company with 2709 centres operating in 139 countries.
On the other hand, the Chief Minister informed that the State Government had been awarded with three different awards on a single day yesterday by the Government of India for its excellent performance in various fields.
The awards were Award for Manipur for Implementation of 100 per cent DBT through PFMS for Old Age Pension (Social Welfare Department), National Award for Implementation of Extended Gram Swaraj Abhiyaan (Chandel District) and Award for Best Performing SIRD (RD&PR Department).
MLAs H Dingo and Th Satyabrata, Secretary (MAHUD) M Joy and MAHUD Director N Gitkumar were also present at the present conference.
