The proscribed KCP has set up a special committee to draft bills on different subjects such as education, foreigners, culture, religions, civil organisation regulation, environment and prevention of corruption and these will be made into 'special laws' with necessary omissions and commissions after approval by the polit-buro of the Kangleipak Communist Party.
A statement issued by KCP's secretary of Information and Public Relations Department Ibungo Ngangom claimed that even if these 'laws' may provoke sharp reactions from some quarters, these would certainly pave the way for pure unity among the indigenous people and prove the greatest impunity to the struggle for national self-determination and independence.

Under its plan, the KCP has decided to launch a free education project for those who cannot afford proper education with the objective to achieve and maintain equality of educational opportunities in the society.
Informing that he is the director of this free education project, Ibungo appealed to all the educational instituted to provide free education to five students per hundred.
Orphan children aged under 18, children (under 18) who are being brought up by single parents who are physically challenged or having annual income less that Rs 30,000 and children (under 18 ) of all slain revolutionaries, irrespective of their affiliation to one party or another are the prospective beneficiaries of the free education project, it elaborated.

Moreover under the same plan, the outfit has also declared ban on going to school/col lege on motor-cycle/scooter by students under 18.If anybody is found defying the ban, their motorcycles/scooters will be burned down as penalty, it warned.
The outfit has also declared ban on carrying mobile phones by teenage students to schools/colleges.
Moreover, import of intoxicants including betel leaf (mitha mand), zarda, khaini, talab etc has also been banned, it added.
It further informed that allfund raising activities of the party will be done by Wanglen Khuman in central zone (Imphal East and West), northern zone (Senapati) by Puya, southern zone (Chandel and Churachandpur) by Pari, eastern zone (Ukhrul and Thoubal) by Angousana and in the western zone (Bishnupur and Tamenglong) by Loyalakpa.
