Congress manifesto assures constitutional safeguard for territorial integrity

The election manifesto of the Indian National Congress (INC) which was finally released today finds no mention of Inner Line Permit (ILP) system, and it talks of removing AFSPA, 1958 from the rest of the state but with a caveat "as and when the situation of the law and order is improved".
The 19-point election manifesto was released by Luizinho Faleiro, General Secretary, AICC (i/c Manipur), Chief Minister O Ibobi and President, MPCC, Gaikhangam, at the MPCC office today.
The Congress in its manifesto has assured the people of the state that the Party will urge the Centre to provide constitutional safeguards for the territorial integrity of Manipur, if the Congress is voted to power.
It also pointed out that the Lokayukta Bill which was recently passed in the Manipur Legislative Assembly will be effectively enforced as and when necessary assent is obtained.
Maintaining that the balanced development of the hills and the plains, particularly road connectivity from Sub-Divisional Headquarters and State Capital including NH 37, NH39 and NH150 is the priority of the Congress, the manifesto says that it will be executed within a time frame.
Further pointing out the fact that Tongjei Marin (Old Cachar Road) is the shortest route from Manipur to Assam which also has great historical significance; the party pledges to pursue the development of this road vigorously.
It also promises to give regular supply of power to the people of the state along with electrification of all households of the state under Rajiv Gandhi Gramin Vidyuti Karan Yojana (RGGVY) and also to provide drinking water in all villages within a time frame.
The manifesto further assures to provide irrigation to all agricultural lands to pave the way for another Green Revolution thereby creating more employment opportunities in both agricultural and horticultural sector.
The party also promises to frame a new State Youth Policy and also formulate a new Sports Policy.
Besides expanding the existing schemes for providing employment to the educated unemployed youths, a full fledged Tourism Industry will also be created, pledges the party.
It also assures that public health will continue to receive the priority of the government further intensifying the fight against HIV and AIDS and the rehabilitation programmes for the HIV victims.
The party also pledges that to vigorously work for the implementation of welfare projects of women and children like the SSA, Mid-day Meal and ICDS etc.
It also promises that new schemes for the development of veterinary, animal husbandry and dairy will be taken up.
The election manifesto, mentioning about the peace initiatives taken up so far by the government, said that Suspension of Operation (SoO) has been signed and peace talks have been started with some insurgent groups.
Efforts will be made to cover the remaining UG groups in the state.
Finally, the Congress party promises to see to it that Manipur gets its due benefits of the Look East Policy and Vision 2020.The Congress manifesto has listed out a number of notable achievements of the Congress led government.
