Internal securities conference held in New Delhi

New Delhi, April 16 2012:
Chief Ministers' conference on internal security was held in New Delhi, today, 16th April, 2012.In the introductory remark on the conference by the Home Minister, Government of India, Mr P.Chidambaram said violence related incidents has been declining in North Eastern states, Kashmir and naxal-affected states in India.
It was because of two important reasons.
One was the effectiveness of the security forces and the Indian political system which allows discussing all issues within the constitution of India.
Mr Chidambaram further said that in the north east, all major insurgents' organizations were in negotiation with government of India.
Referring to the 20/11, Mr Chidambaram said, "The facts are, the principle suspects of the two cases are Indian Nationals.
They operated across the states and many of them have no previous criminal records.
I have to conclude regretfully, that thanks to radicalization, there are many Indian Groups which has the capacity to carry out terror attacks.
Our security forces remains vigilant in 20/11, 18 terror operations were neutralized and 53 persons were arrested.
In the first three months of 2012, 3 operations were neutralized and 4 persons were arrested.
I wish to underline the fact that one-half of the cases were cracked through the joint effort of the central agencies and police concerns.
This ladies and gentlemen, is the reality.
At the operational level, there is no conflict between central agencies and police forces.
They work together, consult each other, share intelligence and when necessary mount joint operation to apprehend the suspects..." .
He further said the cause of worrying was the increasing left wing extremism.
He said "left wing extremism is the most dangerous" .
He also said that Maoists are also linked with insurgent's organizations in Manipur.
Maoist is using democratic institutions, freedom of expression as their propaganda machinery and they have expanded their support bases in the rural areas.
The Home Minister concluded by saying that state can counter the extremism and should insure peace harmony in the country.
By opening the conference, the Prime Minister of India, Dr.Manmohon Singh addressed to the conference, "Shree P.Chidambaram , Shree Vanapali Ramchandra Singh, Honorable Chief Ministers of the states , seniors officers of the government of India , distinguish ladies and gentlemen � I welcome you to this very important conference on internal security.
This forum has proved its utilities for several years as a platform to exchange ideas and build consensus on the possible ways and means to strengthen our internal security apparatus.
Since we last met in February 2011, the internal security situation has by and large been satisfactory.
I comment the efforts of the states and the center for their joint efforts to maintain peace, amity and harmony throughout this diverse land of ours.
But I am sure; all of us would agree that much more is required of us.
Serious internal securities challenges remain threat from terrorism, left wing extremism, religious fundamentalism and ethnic violence persist in our country" .
He further said that "these forces should not only be contained and it should be roll backed...It is a matter of the State and Centre should work together" .
About left wing extremism, he further said "The so called protected people's war waged by left wing extremist against state and society, continue to target the civilians and security forces and the economic infrastructure such as railways, mobile communication and power networks.
In recent past the naxalite have also resorted to abducting the foreign national.
I am glad that we are devoting the separate session of this evening to left wing extremism.
Our holistic approach to the problem remains valid and necessary, paying simultaneous attention to security development, good governance and perception manage" .
He further said "we must strengthen our defense against terrorism" .
He mentioned about National Counter Terrorism Centre (NCTC) that another separate meeting will be held 5th May 2012 at Bigyan Bhawan, Delhi to discuss particularly on NCTC as some chief Ministers wanted.
About Jammu and Kashmir, Prime minister said that there was an improvement in the perceptivity of the security forces, and Panchayat were fully operating in Jammu and Kashmir.
On the context of the North Eastern states' situation, Dr Manmohan Singh said "The Situation of some of the north eastern states remains complexes" .
He indicated for strengthening police armed forces in the states and reducing role of the Central armed forces in the region.
He further said that creation of infrastructure will improve the situation in region of North Eastern States.
Referring to the some of the peace talk between the Government of India and some insurgent's organizations, Prime Minister said that these dialogues would look after under Home Ministry.
Dr.Singh emphasized that "State operators are the most important to deal internal security" .
Chief Minister of Manipur, Mr.Okram Ibobi Singh and Home Minister Mr.Gaikhangam were in attendance in the conference.
United Progressive Alliance's partner Trinamool Congress's Party Chief and the Chief Minister of West Bengal, Mamata Benerjee was absent in today's meeting.
Chief Minister of Tamil Nadu, Ms Jayalalita strongly opposed the idea of NCTC and even said that "NCTC is unconstitutional" .
Gujarat Chief Minister expressed his concerned his reservation to the NCTC and said that this would create mistrust between states and central government and it will create more problem to counter the challenges in India.
