Irked by the lackadaisical attitude of Manipur State Aids Control Society towards timely setting up of a Community Care Centre (CCC) at Ukhrul headquarters, the NPMHR South Ukhrul cell and UDNA have asserted that the authority concerned has been playing a delay tactics with the design to award the work programme to Kaphung Reisang Long, a nonregistered NGO.
A press release jointly signed by the co-ordinator of NPMHR Alung Rungsung and co-convenor of UDNA W Kasar maintained that MACS has acted against the guidelines of NACO with regards to setting up of a community care centre by awarding the work to a nonregistered organisation, which is also not recommended by the District Aids Committee.
Saying that MACS is recommending Kaphung Reisang Long for setting up of the centre in gross violation of the standing resolution of 36th EC minute of MACS, the release alleged that the NGO has been receiving funds from MSACS under a bogus registration no.445/IMP/DIST/1988 .
Apprising the intervention of the authority concerned upon the deadlock over setting up of the centre, the release said, a registered NGO should immediately be identified as an implementing agency to carry out the task so that the delay in setting up of the centre does not stretch further.
Meanwhile, a prominent AIDS worker said "Kaphung Reisang Long, Shokvao has been illegally drawing funds from MACS since 2005 with fake registration certificate," adding "The fraudulent NGO was closed down by Kamjong Students' Union after embezzling a sum of Rs 4,52,010 in 2005 and Rs 3,62,800 in 2006" .
