Excess staff appointed in nursing college

The number of faculty members appointed in the College of Nursing which is under the State Govern-ment's Health Depart-ment is greater than the number of posts created.
A well placed source informed that 11 posts for faculty members and 19 ministerial posts were created for College of Nursing.
The posts created were Assistant Professors (six posts), tutors (five posts), office superintendent (one post), PA/Steno (One post), Principal (one post), Accountant/Cashier (one post), UDC (two posts), LDC (one post), store-keeper (one post), classroom attendant (two posts), sweeper/cleaner (two posts), peon/office attendant (one post), librarian (two posts), female warden (one post) and warden/chowkidar (two posts) .

A gazette notification regarding creation of 30 new posts for College of Nursing was published on August 1 last year.
DPC for appointment of the 11 faculty posts and 19 ministerial posts was held between October 20 and 28 last year.
Based on the recommendation of the DPC, an order regarding selection of candidates for the 12 different posts was issued by the Health Director on September 29 this year.
Notably, the order said that the names of the selected candidates were given in 'Annexure-A' .
The number of candidates as given in Annexure-A for different posts was compatible with the number of posts created except for tutors.
Against five posts created for tutors, 11 candidates were selected.
Moreover, three other candidates were placed in the waiting list.
Following the gazette notification published with due approval of Finance Department for creation of 30 posts, the Under Secretary (Health and Family Welfare) intimated the Health Director on August 5 last year to appoint the exact number of posts created.
As intimated to the Director, the number of candidates selected for different posts was exactly the number of posts created.
However, additional num-ber of candidates were selected for the post of tutor thereby evoking serious question on the DPC process and the subsequent recommendation.
As such, certain quarters have raised strong suspicion about possible anomalies in the appointment process.
As approved by Finance Department, pay scale entitled to tutors is Rs 9300-34800-GP Rs 4200.It remains a big question how the monthly salaries of the additional tutors would be paid.
If there are anomalies in the DPC process and if someone files a complaint in the Court, there is no guarantee that the DPC process and its recommendation will remain unaltered, added the source.
