JCILPS bans 'outsiders' from contesting polls

Imphal, April 30 2016 : The Joint Committee on Inner Line Permit System (JCILPS) today said that no outsiders will be allowed to contest or cast their votes in the ensuing IMC polls.

Besides, the names of outsiders should be removed from the electoral rolls.

Speaking to reporters today at its office located on Sega Road, JCILPS convener, Khomdram Ratan said a public consultation will be held on May 2 to decide further course of action. Outsiders exceed indigenous voters in some wards of the IMC, Khomdram Ratan pointed out.

He said that 3615 voters out of 4077 voters in ward No 25 of Thangmeiband AC are outsiders.

Outsiders constitute more than 80 pc of the voters in 8 polling stations on the average out of the 10 polling stations in this Ward.

At 25/3 polling station, 714 are outsiders out of the total 755 voters.

At 25/4 polling station, the number of outsiders is put at 208 out of 230 total voters while at 25/5 the number of non-local voters is 434 out of 492 total votes.

At 25/6, the number of outsider is 266 out of 273 and at 25/7 the number of non-local voters is 325 out of 351 .

The number of non-local voters at 25/8, 25/9 and 25/10 is 503 out of 505, 309 out of 355, and 458 out of 509 respectively, Ratan pointed out.

Outsiders exceed locals at three polling stations of Ward No 24 in Sagolband AC, he said.

The number of non-local voters in respect of polling stations 24/4, 24/5 and 24/6 is 556 out of 621, 366 out of 443 and 533 out of 734 respectively.

The number of outsiders is higher than the locals at four polling stations in Ward No 26 of Wangkhei AC.

At 26/1, a whopping 547 out of total 719 are non-local voters while at 26/2, outsiders constitute 689 votes out of 814.At 26/3, the number of non-local voters is 635 out of 720, Ratan pointed out.

Outsiders constituted the whole votes at polling station 23/6 of the same AC while there are 575 non-local voters out of 588 at 23/7 polling station.

The matter was came across by a team of JCILPS after studying the electoral rolls, he said while adding that the electoral rolls in other Wards will also be studied minutely.

If this is the situation in Imphal, the situation in far-flung areas particularly border areas would be alarming, Ratan added.

Enrolment of outsiders in the electoral rolls is a kind of giving them political right.

Even if they do not contest the election, they are sure to influence the poll, he said.

Stressing the need to protect indigenous people of the State, Ratan said outsiders should be removed from the voter lists.

People of the State would be rendered refuge in their own land like the Tripuris unless ILP or similar law is implemented in the State, the JCILPS convener said.

He added that a public consultation meeting will be held on May at MDU hall at 10.30 am.

Ratan said that points of agreement reached between the State Govt and JCILPS on Aug 25 last year still remains unfulfilled.
