Imphal, July 08 2012:
Reacting to the decision of the State Cabinet to seek the opinion of the Union Home Ministry over re-implementation of Inner Line Permit (ILP) system in Manipur, retired Session Judge C Upendra has categorically pointed out that there is no need for Centre's consent over re-introduction of ILP in the state.
Interacting with a group of mediapersons, C Upendra observed that it is within the right of the State Government to introduce Inner Line Permit system.
It is a right given in the Constitution under Article 19 .
So, there is no need for seeking the opinion of the Centre over the issue.
The state government can simply take a decision and introduce ILP.
