Student wing of JCILPS sets deadline

Contending that they are fed up with the delaying tactics of the Government, Joint Committee on Inner Line Permit System Student Wing (JCILPSSW) has demanded that an Ordinance or a Bill similar to ILPS be drafted in consultation with experts and people within October 31 and to implement the same in the State by November 18 .
Speaking to reporters at a press conference held at Manipur Press Club, JCILPSSW convenor Moirangthem Angamba said that suggestions and opinions from different sections of the society should be sought on the draft Bill/Ordinance before it is finally enforced.
He said that they are ready to launch intense agitations if the Government does not heed the said demand.
In this regard, Angamba said, JCILPSSW will host a students' convention under the theme, 'Role of students in protecting the indigenous people of the State' at Manipur College on October 21 .
Students from different districts will attend the conference in which future course of agitation would also be discussed.
Angamba said that people have been demanding implementation of ILPS since the past many years to protect the indigenous people of the State and its culture and tradition and the movement reached its peak in the past few months.
Taking heed of the people's movement, the State Government formed the All Political Parties Forum on ILP with Deputy Chief Minister Gaikhangam as Chairman and MLA RK Anand as Convenor to prepare a draft regulation or a law similar to ILPS, Angamba said.
As the State Government and the Forum promised the JCILPS and people that the draft regulation would be prepared in consultation with retired High Court Judges, academicians, Manipur University professors and other leaders, JCILPS and its different wings relaxed their agitation although it continued in democratic ways, Angamba added.
However, neither the Government nor the Forum has informed anything on the progress of the draft regulation to JCILPS and its wings although three months have passed ever since the Forum was constituted, he added.
Expressing serious concern over not taking any action against Imphal West traffic Additional SP Y Victoria till date, Angamba also demanded that action be taken within this month.
He said that Deputy Chief Minister, Gaikhangam, who also holds the Home portfolio had already entrusted the matter to the DGP.
