Imphal, August 21 2025:
Manipur Home Guard Employees' Welfare Association (MHGEWA) has submitted a memorandum to the Governor, urging establishment of a permanent mechanism for timely disbursal of duty allowances to home guard personnel.
In the memorandum, MHGEWA president Yanglem Mangi Singh requested that allowances be released within the first week or at the latest within ten days of each month, as practiced in other government departments.
He also sought the immediate release of the pending allowance for July 2025.The association expressed concern that delays in allowance payments have affected the socio-economic condition of home guard volunteers and their families, while lamenting that despite earlier representations, irregularities in disbursal continue to cause difficulties for personnel.
The memorandum further reiterated demands for an increase in dearness allowance from the current 14 percent to 39 percent and the extension of ration money benefits to home guard volunteers.
The association pointed out that duty allowances for July have already been disbursed to Manipur police and other departments, while home guard personnel are still awaiting theirs.
Highlighting the matter, MHGEWA stated that the irregularities go against the principle of equality and requested the Governor's intervention.
The association also called for an Action Taken Report (ATR) on the matter to be communicated at the earliest.
