Imphal, April 04 2025:
In compliance with a Supreme Court ruling, Director General of Police (DGP) Rajiv Singh has directed all district SPs, including the SP (Traffic), to take necessary action for the removal of tinted glass and black films from vehicles.
The directive was issued on Thursday in sync with the judgment of the Supreme Court of India dated April 27, 2012 .
As per the DGP's order, the use of black films of any Visual Light Transmission (VLT) percentage or any other material upon the safety glasses, windscreens (front and rear), and side glasses of all vehicles is strictly prohibited across the country.
The Court had mandated that the home secretary and the director general/commissioner of police of the respective states and Centre ensure compliance with this direction, which became operative and enforceable from May 4, 2012 .
In pursuance of this directive, the Home Department, through its order dated March 27, 2025, has constituted the screening committee and the state level committee to consider exemptions for the use of tinted glass or black films on safety glass in vehicles.
Each committee has been assigned specific terms of reference.
Taking these directives into account, the DGP instructed all districtpolice units to take strict action against vehicles found using tinted glass or black films.
Offending vehicles will be subjected to challans for violating Rules 92 and 100 of the Central Motor Vehicles Rules, 1989.However, vehicles with valid certificates will be exempted, the order specified.
