Imphal, October 25 2026:
Citing blatant violation of the ground rules of the Suspension of Operation (SoO) agreement, the Coordinating Committee on Manipur Integrity (COCOMI) has urged the Government to abrogate the SoO agreement with KNA and KLA (KNO) .
The arrest of three persons who were involved in killing three innocent civilians at Khongbal Sunurok Urok Hill on October 19 and injuring three, the subsequent arrest of 18 people during search operations at Shamushang Camp (Sinai Camp) and the absence of all 66 cadres of KNA and 93 cadres of KLA (KNO) except one who were supposed to be inside the designated camp and the seizure of a large number of sophisticated weapons have demonstrated the Government's SoO policy has failed completely, the COCOMI asserted in a statement.
The security operations at the Shamushang Camp has revealed that the series of killings and violence which took place around the Khamenlok area during the past three and half years were perpetrated by armed Kukis patronised by the Government of India and Kuki mercenaries, it said.
As far as the Shamushang Camp (Sinai Camp) is concerned, the SoO ground rules have been violated in the most blatant manner.
The Joint Monitoring Group has nothing to do other than abrogating the SoO agreement with KNA and KLA(KNO) whose cadres were supposed to be inside the particular designated camp.
The State Government must also declare KNA and KLA(KNO) as outlaws within a specific timeframe, COCOMI said.
It said that security operations carried out at Shamushang Camp (Sinai Camp) should not be limited there.
Similar operations must be carried out at all other designated camps.
According to the COCOMI, the SoO agreement was extended in September against the collective wish of the people.
As per the understanding reached before SoO agreement was extended, the number of designated camps should be reduced from 14 to 7 and all designated camps located close to civilian populated areas, National Highways and critical State infrastructure would be shifted.
But nothing has been initiated to translate these points of agreement into action, it said.
Deceiving the people of Manipur, the Government of India has been condoning the SoO agreement, it asserted.
The COCOMI said that the Government of India must bring out a detailed report on the number of SoO camps and the number of cadres of each narco-terrorist group.
For the last 18 years, the Government of India has been supporting the narco-terrorist groups, spending around Rs 280 crore at the rate of Rs 15 crore per annum, it said.
It alleged that the Government of India has been patronising and supporting these narco-terrorist groups as their proxy armies and inciting them to wage war against the indigenous people of Manipur.
COCOMI said that the State Government must initiate necessary official steps to abrogate the SoO agreement and any dilly-dallying tactics would not be tolerated.
If armed Kukis continue to attack indigenous Naga and Meitei people, the double-engine Government must bear sole responsibility, it added.
