Imphal, October 25 2026:
The Manipur Indigenous Alliance (MIA) has categorically stated that normalcy will return to the State only when the Suspension of Operation (SoO) agreement signed between Kuki militant groups and the Government is abrogated.
Speaking to the media at Tera today, MIA president Soraisam Surendra said that the SoO agreement, which was signed to facilitate peace, has instead produced the opposite outcome in the State.
He claimed that the SoO pact is the primary factor behind the crisis that has been plaguing Manipur since May 3, 2023 .
Stating that the SoO agreement was initially signed between the Assam Rifles and Kuki militant groups in 2005, with the Government becoming a party to it only in 2008, he questioned whether the terms and conditions of the agreement are being followed and whether the monitoring group is fulfilling its responsibilities.
The SoO mechanism has allowed Kuki militants to grow under the watch of Indian security forces and launch attacks on the indigenous people, he alleged.
Referring to the recent incident involving a designated camp of Kuki militant groups at Sinai, Surendra said the incident has exposed serious lapses in the implementation of the SoO agreement.
He questioned the whereabouts of the cadres listed at the camp, alleging that the individuals arrested in connection with the incident were impersonators claiming to be members of the KNA and KLA .
Surendra further claimed that the SoO cadres found to have abandoned their designated camp might have been involved in attacks on the indigenous people.
Stating that the SoO agreement technically expired on September 4 last and had not been renewed yet, according to Home Minister Govindas Konthoujam, he questioned why the Government had not cordoned off the designated camps of SoO groups if the pact had expired.
He reiterated that the people of Manipur would feel a sense of security only when the SoO pact is abrogated.
