Compensation row stalls NH-2 work

Landowners, affected by Package 4A of the four-lane expansion project along the National High way-2 (Imphal-Kohima), held a peaceful protest at Mayangkhang village.
The demonstration was organised by the JAC for NH-2 Expansion Package 4A to press their demand for the appointment of the proposed arbitrator and provision of fair and adequate compensation.
JAC convenor BK John stated that the initial compensation rates for acquired land were unilaterally fixed by the then deputy commissioner of Kangpokpi without proper consultation with the landowners.
He claimed that the rates set were significantly - up to five times - lower than the prevailing local market value.
Due to, this perceived injustice, the landowners initially refused to accept the compensation for over three months.
However, following assurances from the deputy commissioner, the affected landowners accepted the compensation under protest, formalised through a Memorandum of Understanding (MoU) signed on July 31, 2021, he explained.
"The MoU included a commitment to appoint an arbitrator in accordance with the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013" .
John, nevertheless, contended that despite repeated appeals, protests, and ultimatums issued by the JAC over the years, the arbitration process has remained unfulfilled due to the government's inaction and neglect.
One protestor, speaking to the media, pointed out that the agitation was aimed at demanding a speedy arbitration process and fair compensation.
The JAC announced the suspension of construction works from Saturday (May 3), citing prolonged delays in arbitration process and the authorities' continued disregard for their legitimate demands.
Protestors raised slogans in unison, including: "No arbitration, no construction", "Ensure fair compensation", and "Compensate adequately" .
