Society registrar advised to revoke order

Demanding the registrar of Cooperative Society to withdraw its order for dissolution of the board of directors of Manipur Apex Handloom Weavers and Handicrafts Artisans' Cooperative Society Ltd (AWAS), AWAS former vice president S Bhubol has cautioned of apprising the matter to the ministry concerned in case of failing to do so.
In a press meet held at Manipur Press Club, here, Monday, Bhubol informed that the election of the board of directors was conducted on July 5 last year and the new board members were subsequently elected.
However, one year after their appointment, the Cooperative Society registrar issued an order on July 2 announcing dissolution of the Board.
Denouncing the order as unacceptable, he said that AWAS is an apex society of the weavers in the state with around 4,224 societies affiliated.
After the general body election was held on July 5, 2024 in accordance with the rules, the newly-elected board of directors chaired a meeting and appointed the new president and vice president on August 30 the same year.
After a year, the registrar ordered dissolution of the board of directors, stating that the election was held during holiday arising out of flood situation and that the election was invalid as more than one conducted with permission of the Imphal East district magistrate under strict security.
He asserted that the registrar himself had physically inspected the election and the subsequent general body elections maintained all decorum, adding that none of these were related to the floods.
Bhubon also clarified that while many societies might share similar names due to to the registrar, he insisted.
Meanwhile, any objection or complaint regarding the election can be made within 30 days from the day of the poll.
However, the complaint was made on December 4, 2024 which should not be entertained as per the rules.
The registrar issued the order in favour of the complainants, who had lost the election.
"It is unfortunate that the registrar had to act in such a way and derail the apex body of weavers for the state," he asserted.
Stating that the rights of the cooperative societies, weavers and the board members, who have been working for a year, cannot be denied; Bhubon said that funds sanctioned for weavers by the Ministry could be revoked due to the registrar's order.
Thus, the registrar should examine the matter in detail and withdraw the order, failing which AWAS would file a written complaint to the Governor and Union minister of cooperation, he cautioned.
