Centre may reinstate popular Govt: N Biren

Former chief minister N Biren on Saturday said that the Centre may consider reinstating a popular government in the state based on the improving ground situation, and expressed hope that the state could soon return to democratic governance as normalcy gradually returns.
He made the remark at the releasing function of a book titled 'The Emergency Diaries - Years that forged a leader', a compilation of Prime Minister Narendra Modi's experiences during the anti-Emergency movement, held at the BJP Manipur Pradesh office (Thambal Shanglen) on Saturday.
BJP Manipur Pradesh president A Sharda Devi, former chief minister N Biren Singh, Bishnupur MLA Th Govindas, Lamlai MLA Kh Ibomcha, former MLA A Lukhoi and BJP Manipur Pradesh vice-president N Nimbus jointly released the book in the presence of party leaders and workers.
Responding to a query raised by media persons after the book release event, former chief minister N Biren said that it is the collective wish of NDA to reinstate a popular government in Manipur.
Though President's Rule was imposed due to a compelling situation, pressure is being put on the Centre to form a popular government, he said, expressing hope that such a government may be formed soon based on the ground situation and that the Centre may assess the situation shortly.
According to Biren, everybody wants a solution to the crisis and a return of peace and normalcy.
There has been no gunfight or conflict in the past four months and the situation has improved significantly, he said, while asserting that union home minister Amit Shah is working day and night to restore peace in the state.
Regarding a possible visit of Prime Minister Narendra Modi to Manipur, Biren said there has been no such information as of now.
Earlier, addressing media persons at the book release event, Biren said that the promulgation of National Emergency in 1975 was also observed in Manipur as a "murder of democracy" on Friday.
Despite being a small state, more than 10 people from Manipur were jailed for nearly two years for raising their voices against the Emergency, and the party is proud of them, Biren said, stressing the need to remember those who took part in the movement against the government's anti-democratic step.
Regarding the book, Bi ren said that The Emergency Diaries recounts the experiences of Prime Minister Narendra Modi during the National Emergency as a young RSS worker.
He added that the 1975 Emergency was a dark chapter in the country's political history, and observing the day is also to remember a time when democratic rights were curtailed.
He reiterated that there has been no incident of violence in the past four to five months, indicating a gradual return of peace and normalcy.
He expressed hope that the improving situation may pave way for forming a new government.
He claimed that regular discussions are being held among BJP MLAs and that central leadership is in constant touch with state leaders.
Being a national party, BJP cannot take unilateral decisions at the state level without the approval of the central leadership, he added, Responding to another query, the former CM said that BJP is working towards long-term peace and stability in the region and does not engage in political criticism.
He appreciated the continued efforts of home minister Amit Shah to normalise the situation in Manipur.
While welcoming the concerns raised by a minister of Mizoram on the issue of illegal immigrants, the former chief minister expressed willingness to cooperate with neighbouring states in tackling infiltration collectively.
Biren said that the state government had initiated steps to identify illegal immigrants as early as 2018 to avoid a Mizoram-like situation.
A cabinet sub-committee was also formed to carry out the identification process gradually, he said, adding that people are now beginning to realise how dangerous illegal immigrants and drugs are for Manipur and other Northeast states.
