MSF accuses Govt teachers of taking private tuition

Manipuri Students' Federation (MSF) has accused several teachers from prominent government schools and a college of violating service rules by running or engaging in private coaching centres, urging the state government to take immediate disciplinary action.
In a statement issued Thursday, MSF said that teachers from CC, Johnstone and Ibotonsana higher secondary schools and Oriental College were found conducting private classes in contravention of a standing government orders.
The student body alleged that these practices were not only centred on making financial gains but also aimed at undermining government schools.
Citing the October 10, 2022 order issued by the Department of Education (S), MSF pointed out that government teachers are still bound by the Central Civil Services (Conduct) Rules 1964 and provisions of the Right of Children to Free and Compulsory Education Act, 2009 .

Coaching Institute (Control and Regulations) Rules, 2022, which explicitly bar government teachers from working in private coaching institutes and warn of disciplinary measures.
Despite such rules, MSF said, its drive on August 21 at Sangai Tutorial, Excellence Tutorial and Advance Coaching Institute revealed the involvement of in-service Chemistry and Mathematics teachers of Johnstone Higher Secondary, Physics and English teachers of CC Higher Secondary , and Mathematics teacher of Ibotonsana Higher Secondary.
The federation further claimed that an assistant professor of Chemistry at Oriental College, is running a coaching class at his Kongba Laishram Leikai residence in Imphal East.
MSF said that it had already raised the issue in July after reports of continued violations surfaced, and accused the teachers of persisting "knowingly and nonchalantly".
The federation argued that such practices deprive students in government schools of quality teaching, forcing many to seek private tuition.
MSF said that it will continue to investigate and make public the names of teachers who are attempting to destroy government schools.
The federation urged the state government to "pay strict attention" and initiate strong disciplinary measures against the said teachers.
