SoO groups blamed for SHADC turmoil

Imphal, July 17 2012: A senior leader of Manipur Pradesh Congress Committee (MPCC) has stated that the turmoil and instability rocking Sadar Hills ADC is a result of undue interference by armed groups under SoO pact.

Incidentally, the Autonomous District Councils were revived after a gap of more than 20 years by holding elections amidst stiff opposition from certain quarters in order to bring development and public welfare at the grassroots level, said the senior leader, who preferred to remain anonymous.

Speaking to some media persons today, the MPCC leader informed that the Congress party has been minutely studying on the steps it should take regarding the discord within Sadar Hills ADC.

Without specifying details, he said, "Other ADCs too are under control of some groups but they remain quiet.

However, this particular ADC has made a big issue because of confrontation between some forces" .

All the Members of Sadar Hills ADC are Congressmen and they successfully formed a Congress exclusive Council.

But before it could complete even two years, the SHADC was rocked by dissidence and a no confidence motion was raised against Chairman SH Seipu by 15 dissident Members.

Being an internal issue, MPCC made all attempts to patch up the issue in an amicable manner but without success.

Subsequently, voting was held on April 30 and a new Chairman was elected in the person of Haokholal Hangshing.

Just after two months since the new Chairman was elected, another no confidence motion was moved which has blighted the very essence and principle of democracy, the MPCC leader decried.

For the local bodies operating in the valley districts, there is a standing regulation which prohibits moving no confidence motion if the elected leader has not completed two years.

There is no such rule for the ADCs operating in the hill districts.

But the Members should be aware of the paralysing implications of raising no confidence motion every now and then.

On being enquired if the Sadar Hills ADC can be suspended, the MPCC man said that necessary steps would be initiated after studying all the rules and relevant laws.

The matter can be addressed in hurry, he added.
