NPF seeks Governor's intervention

Imphal, February 02 2013 : The Naga People's Front (NPF) Manipur State has demanded the immediate intervention of the Governor of Manipur in addressing the prevailing law and order situation of Manipur valley and the financial crisis in the state.

The NPF, Manipur State alleged that state government has failed completely in addressing the law and order problem in Manipur while alerting that everything is on the verge of crumbling down.

"Besides, financial irregularities have been the common phenomena from top to bottom in the state under the Congress led Secular Progressive Front (SPF) government.

The valley based underground elements have penetrated into the state security forces through recruitment of their cadres into the Manipur Police, IRB and commandos.

Those personnel who were recruited through underground recommen-dations have been acting as conduit of the outlaw elements.

Their involvements have been exposed in various major crimes committed in the state such as gunning down of Prof.(Dr.) Islammuddin of Economics Deptt.

(M.U.) within security tight M.U.campus itself on 25th May, 2009.Within a week after the crime was committed, 3 IRB personnel surrendered themselves to the Kakwa Police Station.

Shri Shankarlal Swammy, manager, Mangal Plywood, Kanglatongbi was kidnapped for ransom of Rs.1 crore from within Kangla Fort which is security tight zone and he was found shot dead in a fish farm in Imphal West on.

2nd January, 2013.Many other cases of killing, kidnapping for ransom, extortions and raping of women/girls were being carried out by the Manipur State security forces including raping of chilli vendor woman.

Jangthailiu Kamei in Bishnupur district in March, 2012 wherein 3 IRB personnel of Bishnupur Police Station were involved," the NPF pointed out.

, adding, "A girl student of TG Higher Secondary School was raped in a restaurant by two persons including a Manipur police personnel and a Manipuri film actor On October 20 last year in Imphal" .

According to the NPF, Manipur State unit, one Sub-Inspector of police who was serving in Manipur Police, Imphal West namely Potshangbam Maniratan Singh S/o (L) Potshangbam Koireng Singh of Haobam Marak Ngangom Leikai was dismissed from the service by an order of the principal secretary, Home, Govt.of Manipur and published through a local media on June 15, 2012 on the charge he was a core member of UNLF fighting group of MPA.

"Why terminated Mr.Potshangbam Maniratan Singh alone? How he was made a scapegoat in this high profile case while sparing those officials who had recruited him? What about those authorities responsible for his recruitment?," it questions.

The NPF then said State Home Minister Gaikhangam clearly stated that some anti-social elements had infiltrated into the Manipur police but how could they infiltrated without the consent and involvement of those authorities concerned.

"Who was the then Home Minister of Manipur during that recruitment? Was any probe ordered to find out who the real culprit was in such criminal act?," the NPF continued to question.

"There was also a powerful bomb blast inside the tight security zone of 1st MR Bn on the eve of 64th Indian Republic Day.

The State Home Minister again pointed his finger of suspicion that such crime could not be occurred inside security zone without the involvement of state security personnel.

Many crimes were also committed in the recent past by the Manipur security forces.

Payment of huge amount during recruitment is one of the major responsible factors of all these crimes being committed by IRB, Police, Commando, M,R etc.

because they could not repay loan out of their meager salary," the NPF, Manipur State stated.

Due to the above reason, now the state security forces who are supposed to be the custodian of internal security have been working as agents of the unlawful elements.

Who should the public put their faith for protection and security of their own lives, properties and security? NPF Manipur Sate demands immediate probe into those irregularities during recruitments by a reputed investigating agency like NIA or CBI, the NPF added.

The NPF then said it was another surprising fact to know that Govt.of Manipur is getting not less than Rs 450 crore every month from the centre as SCA, SPA etc.

for payment of salary, dues of various departments and contract bills.

"However, many contractors have not been getting their contract bills for 2/3 years or more.

Chief Minister O.Ibobi Singh who also holds the finance portfolio has been releasing funds/bills to handful of his coteries while contractors from hills district like Chandel, Senapati, Ukhrul and Tamenglong were always at the receiving end and they were black out from the list for payment of contract bills.

Of finance has become the fiefdom of Chief Minister O.Ibobi Singh.

A leader of such doubtful integrity and biased attitude should introspect himself before he speaks out for unity and integrity of the state," the NPF advised.

The NPF, Manipur State then said that Chief Minister O.Ibobi Singh's recent announcement to constitute a committee with a retired judge in the saddle to bring equal development to the hill areas is a blatant lie.

"How can the tribal people expect any good thing from Congress led Manipur government while their fundamental and constitutional rights were denied to them? Does Chief Minister O.Ibobi Singh thinks tribals are foolish to believe his cacophony?," the NPF asked, adding that Manipur Government and its machineries have become the laissez fair of O.Ibobi Singh and his council of ministers.

"O.Ibobi Singh has stated that it is the hills people who misused the development fund of the hill areas but what are those funds? Who are the people from the hills misusing the hill development fund? Does he mean Congress tribal MLAs or unmandated district council members? Is not it the chief minister who is to monitor irregularities and corruptions in every department? What is the quantum of fund allocation for hill districts which is covering 90% of geographical areas of the state? Can the shoe string budget allocation of hill districts do any remarkable achievement in this vast hilly region? Besides, there is provision of tribal sub-plan in each and every department through central funding.

Where have all those funds gone? Who has been misappropriating these money? There is no even a single achievement from any department for tribal under tribal sub-plan except Tribal Development department.

The chief minister may lie but how long will it last?," the Manipur State unit of NPF further posed.

The NPF Manipur State Committee also draws the attention of the Governor of Manipur for his immediate intervention and constitutes a House Committee comprising of both ruling and opposition members to prove those infamous police/IRB recruitments and financial irregularities in the state.
