"Parents should include 'maintenance' term in signing deeds"

Social Welfare di rector Ng Uttam has urged elderly people to make sure that condition of providing maintenance allowance to them by their children and grandchildren until they die should be included when signing deed of handing over property to their children.
Speaking to media persons at his office on Friday, director Ng Uttam stated that it is wrong to treat elders and parents badly and such practice is not in our culture.
Treating parents badly when they become old and failure to provide maintenance is not acceptable, he continued, while informing that recently social welfare department formed a new rule 'Manipur Maintenance and Welfare of Parents and Senior Citizens'.
Similar Acts were also passed in 2007 and in 2023, the rules published in the gazette.
As per these Acts, senior citizens and elderly parents can Rs 10,000 per month as maintenance allowance from their children and wards.
They can also lodged complaints to the respective SDOs if they faced problems in receiving the maintenance allowance, which can be taken from their sons, daughters and even grand-children who are above 18 years of age and have income sources.
Childless parents can take maintenance allowance from the person/s who will inherit their properties, he added.
During the time of writing deed for handing over the properties to their children by parents, the condition of providing maintenance allowance till their last breath should be included without fail, he stressed, while adding that inclusion of such condition will revoke the agreement if their children mistreated them after getting the properties.
Pointing out that handing over of property to their sons and daughters is done in a simple way in Manipur, Ng Uttam urged not to do in such simple manner as inclusion of such conditions in deed will give protection if they are mistreated.
Informing that a video showing assaulting of an elderly woman by her daughter in law was received few days back, he said that a team of SDO Porompat, Heingang police, social welfare deputy director and district social welfare officer Imphal East under Imphal East DC was formed to rescue the elderly woman in the video and went to the residence of Yumlembam Kunjarashi Devi (77) wife of late Y Thoiba located at Luwangshangbam Awang Leikai on Thursday.
During the visit, it was found that the elderly woman remained very calm.
So, the team left after having a conversation with the elderly woman.
However, considering that actions should be taken up for the assault on the elderly woman be it her daughter or daughter inlaw, a thorough investigation was taken up and found out that the assault was done by her daughter in laws.
As a woman could not be picked up at night, a team of woman police of Heingang PS picked her daughter-in-laws namely Yumlembam ongbi Rojina, wife of late Y Banikanta and Yumlembam Ongbi Premi alias Shaya Devi, wife of Y Rohikanta on Friday morning.
After thorough investigation, legal actions will be taken up, he assured, while urging all not to let such incident happen in future.
