Manipur far below national average in RTE norms: ASER Report

Manipur falls far below the national average on the Right to Education (RTE) indicators.
This was been revealed in the Annual Status of Education Report (ASER) 2014, Northeast India released on Wednesday in Imphal.
According to the report, only 34.5% of Manipur Government run schools served the Mid-Day meal on the day the schools were visited during the course of the collecting date for compiling the report as compared to 85.1% of Government Schools nationally.
The report said that across India, 21.9% of Government Schools surveyed had no library but in Manipur, 82% of schools lack libraries.
It added that over half of the schools visited in Manipur could not show any documents related to Continuous and Comprehensive Evaluation (CCE), such as a manual.
The report also said that 60% of the Schools surveyed reported not possessing School Development Plan (SDP) which has been mandated under RTE.
Another key issue that needed attention was the attendance figures of Manipur Government run Schools.
Only 57% of those enrolled in primary schools and 52.6 enrolled in upper-primary schools were present on the day the survey was conducted.
Manipur students' attendance rates are also significantly lower than the all India average (71.4% for primary and 71.1% for upper primary).
The ASER report also said that there was an attendance gap of nearly 20% between Manipur and all India for Government run upper primary school children.
Teachers' attendance in the state was lower than the National norm of 85% for both Government run primary and upper-primary schools.
According to the report, 98.2% of children in Manipur were enrolled in either government or private run schools as compared to the national average of 96.7% .
One significant finding was Manipur had the lowest Government school enrolment in the country at 24.4% indicating that an overwhelming number of students were enrolled in private schools.
Manipur has the highest private school enrolment in the country � 73.3% in 2014 .
