Govt waiting for JCILPS, JAC responses on drafting new bill

Imphal, July 19 2015 : Home Minister Gaikhangam has expressed the hope that the efforts of the State Government in trying to invite the JCILPS for a group discussion ever since the day when the assembly session withdrew the Bill on ILPS might be fruitful by 3 pm on Monday.

In a press conference held at his quarters on Sunday night, Gaikhangam said that the State Government is yet to decide whether to prepare a totally new Bill for ILPS or to amend the earlier Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015.Upon a query on the technical methodology of how the State Government is going to take opinions of the committees and intellectuals whether video, audio or textual recording will be taken, Gaikhangam said that the Government might consider any approach deemed fit as the process progresses.

He also pointed out that the State Government will be handing over the charge of drafting the new bill to a team of officers who would take down all the inputs and suggestions.

He also said that the matter on ILPS Bill will be solved best through dialogue and when the JCILPS including the JAC comes together to take part in drafting the new Bill more time will be saved.

Giving a clarification on the FIR registered against Robinhood, the Home Minister said that the report did not name Robinhood particularly as an accused and the case was taken up as a regular FIR against the incident.

He also said that no charge has been levelled against Robinhood and even if the police had mistakenly done so, the State Government will reject the same.

A departmental inquiry headed by a senior IPS officer - Jayenta is underway.

Gaikhangam also informed that there was a three-hour meeting of Congress Legislature Party members and members of Manipur Pradesh Congress Committee on ILPS issues.

So far some sittings had been conducted with All Political Parties, editors and senior journalists, legal luminaries from All Manipur Bar Association, Bar Council of India and Bar Council of Manipur at Chief Minister Chamber, informed Gaikhangam.

He also said that the Government is trying its best to contact associations related to education like the teachers, guardians and student body on the issue of the problems being faced due to the closure of educational institutes.

The Home Minister also stressed that the drafting of the Bill can be expedited if the JCILPS and JAC accept the Government's proposal to sit together and discuss on the issue for better understanding and recommendations.
