House promise turns hollow: CRTMM president goes missing after crores collected

Thoubal, March 27 2026:
Alleging misappropriation of a huge amount of money and abandonment of a promised housing project, beneficiaries and contractors staged a protest rally against an NGO called the Centre for Rural Technology Mission Manipur (CRTMM), demanding either completion of construction or refund of their deposited funds after the NGO's president reportedly went missing.
The agitation followed a meeting held at Thoubal Wangmataba Mathak Leikai, where beneficiaries along with members of the Contractor Welfare Association of CRTMM (CWA-CRTMM) resolved to launch a protest.
The rally proceeded towards Leishangthem Bazar before culminating in front of the residence of CRTMM president Thoudam Jackycha at Thoubal Leishangthem Thoudam Mathak Leikai Lane No.4, with demonstrators raising slogans demanding justice.
Speaking to the media, CWA-CRTMM secretary Huidrom Sanjoy stated that in 2022, Thoudam Jackycha had assured construction of houses and collected Rs 2.50 lakh each from beneficiaries.
He alleged that a total of approximately Rs 30 crore was collected from 799 individuals.
Sanjoy further informed that around 35 contractors were engaged and construction work was initiated, but only about 150 houses were completed.
He alleged that funds for further construction were not released, leading to a halt in the project.
He also claimed that Jackycha has since gone into hiding, making continuation of the work impossible.
He further alleged that Thoudam Ongbi Santibala, who identified herself as the secretary of the NGO, is also untraceable.
Highlighting the plight of beneficiaries, Sanjoy stated that many had dismantled their existing homes in anticipation of new houses and are now left without proper shelter, and therefore appealed to civil society organisations and the general public to intervene and ensure justice for the affected families.
