TNL for budget bifurcation

The Tangkhul Naga Long (TNL) has recommended three resolutions voicing their demands for "fair mandate" in the State Legislative Assembly, Budget bifurcation and Sixth Schedule.
The resolutions were adopted at a one-day consultative meet organised by TNL on delimitation, Budget bifurcation and Sixth Schedule today at TNL Office cum Multipurpose Complex Hall, Wino Tang.

First, on the principles of equity and justice as envisaged in a Constitutional democracy, the tribals of Manipur should be given accurate/proportionate people's representation in the 60-member strong Legislative Assembly of Manipur.
Accordingly, a "fair mandate" demands that tribals should have 35 representatives while 25 should go to the valley, said the TNL.
Clarifying that they are not asking for two Budgets, it demanded the existing Budget in the Legislative Assembly of Manipur be bifurcated into two components as per the "intent" of Article 371C.Stating that Budget bifurcation should be put in place without any delay, it asserted that one component should be for the valley and the other should go to the hills with all the resources being implemented through the Hill Areas Committee.
Stressing on the importance of Sixth Schedule for protecting their land and its resources, their identity, culture and customary law, TNL said that tribals should demand Sixth Schedule under Article 244A.However, it was clarified that this demand has no connection with the Naga National movement but is for the upliftment of the tribals of Manipur in all aspects.
The participants unanimously resolved to recommend the three resolutions adopted at the meet.
The day-long deliberation dwelt on how to move forward in asserting the rights of hill people under the banner "We live for the younger generation".
Worso Zimik, Advocate and Legal Consultant, Zimik Associates, New Delhi and TNL president Sword Vashum were the main resource persons present at the meet.
