Imphal, September 08 2026: Chief Minister Yumnam Khemchand Singh today expressed deep sorrow over the tragic death of Chongtham Vikram, a respected musician and music teacher from Manipur, who died following a brutal assault at his residence in Kilokri, New Delhi.

Strongly condemning the senseless and brutal act of violence, the Chief Minister said that no one should have to face such violence or lose their life simply for seeking peace in their own neighbourhood.

Khemchand said that the tragic incident is a painful reminder of the safety concerns faced by people from the North East who live, study and work in the National capital.

He stressed that such incidents must not be treated as isolated cases.

The Chief Minister has also written to Rekha Gupta, Chief Minister of Delhi, requesting to conduct a fair, time bound, high level investigation under the direct supervision of senior police leadership.

He also requested to apprehend all perpetrators and conspirators without delay and prosecute them to the fullest extent of law.

The Chief Minister further appealed to his Delhi counterpart to explore the feasibility of transferring, if circumstances warrant, the case to an independent specialised agency such as the Central Bureau of Investigation (CBI) to reinforce public confidence.

Given the prevailing socio-political sensitivities and past concerns surrounding the safety of people from the North East residing in metropolitan cities, any perception of laxity, bias or delay in delivering justice risks exacerbating public unrest, Khemchand said in his letter.

On the community safety measures, the Chief Minister also requested to take reinforced security measures across localities with significant populations of students and working professionals from Manipur and other North Eastern States.

Khemchand has also extended his deepest condolences to the bereaved family, friends and loved ones of the deceased, as well as to the entire Manipuri and North East community.

He conveyed that his thoughts are with them in this hour of immense grief.

The Delhi Manipuri Academic Fraternity too has expressed its profound shock, grief and strongest condemnation over the tragic and heinous crime committed by a few people leading to the untimely death of Chongtham Vikram Singh on September 7, 2026 .

A press release issued by the Delhi Manipuri Academic Fraternity said that Chongtham Vikram was a gifted guitarist, musician, teacher and an integral part of Delhi's music community.

Through his association with bands such as Ultra Vires, Phoenix, Eastern Dark and Fubar Ghetto, and through his years of teaching and nurturing young musicians, he made a meaningful contribution to the cultural life of the city (Delhi) .

His loss is deeply felt by the Manipuri community and the wider artistic fraternity.

The fraternity has called upon the concerned authorities to ensure that the truth is established, justice delivered and the dignity of the deceased is upheld.

The fraternity has also conveyed its deepest condolences to the bereaved family and all those who are mourning the loss of Chongtham Vikram.

The North East India Citizens Forum, Delhi (NEICFD) has also expressed profound shock, anguish and strongest condemnation over the brutal killing of Chongtham Vikram.

No disagreement, argument or provocation can ever justify such brutal violence or the taking of a human life, the NEICFD said in a press release.

Demanding a prompt, impartial and thorough investigation, the NEICFD has called upon the Delhi Police to ensure that every person responsible is identified and prosecuted strictly in accordance with law.

It also appealed to the Union Home Minister to take prompt and personal cognizance of the killing and ensure that the Delhi Police conduct the investigation with utmost seriousness, transparency and urgency.

The forum has also expressed deep disappointment over the inadequate coverage given by sections of the mainstream media to such a grave incident involving a citizen from the Northeast.

The brutal killing of a respected musician and cultural figure in the National capital deserves serious public attention.

Violence against people from the Northeast must not be treated as a lesser news story or allowed to disappear from public discourse, it said.
