JCILPS skeptical about an effective Bill

Imphal, July 22 2015 : Joint Committee on Inner Line Permit System (JCILPS) on Wednesday doubted the Manipur Government would satisfy the public with the new ILP Bill it had announced to present within one month.

A statement of the Joint Committee expressed dismay with the State Government for failing to bring a definite solution to the ongoing ILP movement.

It said the fate of the fresh ILP Bill is still uncertain.

Notwithstanding the five-member draft committee on ILP Bill announced by the State Cabinet on Tuesday, the Joint Committee is refusing to trust the Government which had assured to introduce the Bill in one month's time.

The Joint Committee is concerned that the key five points, which the State Government didnot incorporate in the earlier Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015, will be rejected by the Governor this time too.

The statement released by JCILPS assistant media coordinator Kheiruddin Shah Moijingmayum said the Joint Committee will organize a huge public meeting at Iboyaima Shanglen in Palace Compound in Imphal East on Thursday (July 23) at 11 am to take a firm decision on the Government's stance.

JCILPS blamed the Government for the death of Sapam Robinhood (16) and the current ILP movement.

The Joint Committee stated that had the Government accepted the five points meant to protect the interests of the indigenous people, the intense agitation could have been avoided.

"We need to assess the whole gamut of move of the Government with utmost care as it has time and again betrayed the people and sidelined their aspiration," the statement urged.

It said the people need to find out if the Government is sincere enough with a political will to safeguard the indigenous people.

The people have to decide the next course of action should the Government go against their will again this time, it added.

It appealed to the people to attend the proposed meeting for a threadbare discussion on the steps being taken by the Government on the public demand for a new ILP Bill.

The Joint Committee further urged the people to continue with the ongoing democratic ILP protest considering the cynical attitude of the Government which may not introduce an ILP Bill acceptable to all.
