MHGEWA demands permanent system for duty allowances

The Manipur Home Guard Employees' Welfare Association (MHGEWA) has urged Governor Ajay Kumar Bhalla to establish a permanent mechanism for the timely disbursal of duty allowances to Home Guard personnel.
In a memorandum submitted to the Governor on Thursday, the association demanded that allowances be released within the first week- or at most within ten days of every month, in line with the system followed in other Government departments.
The association also pressed for the immediate release of pending duty allowances for July 2025.Speaking on the issue, MGHEWA president Yanglem Mangi Singh lamented that Home Guard volunteers have been consistently neglected and deprived of their entitled allowances on time.
"This irregularity has caused severe socio-economic hardships for the volunteers and their dependents.
Despite several representations to the authorities, no concrete action has been taken", he added.
The memorandum also renewed MHGEWA's long standing demand for an increase in Dearness Allowance (DA) from the current 14 percent to 39 percent, along with ration money benefits.
Mangi argued that these demands are "legitimate and long-overdue", adding that the rising cost of living has left volunteers struggling to support their families.
Highlighting the disparity, the association noted that while duty allowances for July 2025 have already been disbursed to Manipur Police and other departments- and preparations are underway for the August payout, Home Guard personnel continue to be excluded.
Mangi described this as "a clear case of selective discrimination and a violation of the constitutional right to equality".
He further remarked that such neglect goes against Prime Minister Narendra Modi's principle of "Sabka Saath, Sabka Vikas, Sabka Vishwas" .
The memorandum concluded with an appeal to the Governor for his kind perusal and favorable consideration, and also requested that an Action Taken Report be communicated to the MHGEWA at the earliest.
