Cabinet nods to one time relaxation of MES Rules

Imphal, June 11 2014: A meeting of the State Cabinet held today has approved one time relaxation of Manipur Education Services Rules, 2012 and setting up of 'Manipur Tourism Development Society' as a State Government Undertaking for giving a boost to harnessing the existing tourism potentials in the State.

Starting from 2 pm, the Cabinet meeting was held at the conference hall of Chief Minister's Secretariat with Chief Minister O Ibobi Singh in the chair.

Talking to media after the Cabinet meeting, Minister of Education, CAF & PD Moirangthem Okendro, who is also the spokesperson of the Government, said the Cabinet has given its approval to one time relaxation of Rule 5 of Manipur Education Service Rules, 2012 under which 53 posts of Manipur Education Service Grade II (Deputy Inspector of Schools) are to be appointed.

Out of the total 53 posts, 26 are to be appointed through promotion from Grade III and the remaining 27 posts are to be recruited directly through a limited competition examination.

For conducting the recruitment to the 27 posts, the Government has already sent its requisition letter to the Manipur Public Service Commission on June 4 .

Stating that this recruitment is to be carried for improving the school administration, the Government spokesperson went on to say that as per the rules, the promotion to the post of MES Grade II from Grade III should be compulsorily from among employees who have worked in regular service as DIs/AIs for at least 5 years.

However, as there are no Grade III (AI/DI) employees who have worked for 5 years as of now and the situation would remain the same till 2019-20, the promotion from Grade III (AI) would be made through an open competition after giving a one time relaxation to the Manipur Education Services Rules, the spokesperson explained.

With regard to the Cabinet approval of setting up Manipur Tourism Development Society as a State Government Undertaking for giving boost to the development of tourism potentials in the State, Minister Okendro noted that in spite of the vast potential for development of Tourism industry, the State has not been able to reap the benefit.

So, the Cabinet has given its approval to setting of the Society in the interest of finding out the areas were emphasis should be given for development of tourism industry so as to generate not only employment for the youths but also income for the State.

The Chief Minister who is also in charge of the Tourism portfolio would be the Chairman of the proposed Society and it would include Parliamentary Secretary (Tourism) as Vice-Chairman, Principal Secretary (Tourism) as Chairman of the Executive Committee of the Society.

With an eye on giving boost to the development in Tourism sector, the Society would give special focus on marketing and publicity campaign.

The Society would function on the grant-in-aid it would receive from the State Government/Planning Department and other charges to be collected from various work agencies.

On other agendas that were taken up during the Cabinet meeting today, Minister Okendro informed that the Cabinet has recommended giving Government jobs suitable to their educational qualification to the wives of two URF cadres namely Irengbam Bode alias Washington of Awang Khunou and Pukhramam Somorjit of Waheng Khuman, who were found murdered inside their temporary designated camp at Loitang Khunou on compassionate ground.

Moreover, the Cabinet has approved an ex-gratia amount of Rs 1 lakh each to the next of kin of the two persons who lost their lives in the IED blast at Chingjamei Chingmakhong, Rs 50,000 each to the seriously injured and Rs 10,000 each to the not so seriously injured victims.

Two migrant workers from Bihar were killed while 15 other people sustained injuries in the incident, the Minister said.

Moreover, today's Cabinet meeting has given its approval to implementation of Manipur Tourism Policy, 2014 and The Manipur Land Revenue and Land Reforms (Diversion) Rules, 2014 .

However, with regard to using Red Beacon light on vehicles, the Cabinet has deferred the agenda from discussion, the Minister added.
