NH-102A landowners warn of agitation over delay in compensation

Senapati, November 20 2025:
Affected landowners along the NH-102A (Tadubi-Ukhrul road) under the Phaibung Area Landowner Association, comprising the villages of Phaibung Khullen, Phaibung Khunou and Phaibung Lower, have warned of taking their own course of action after their repeated appeals for compensation along NH-102A allegedly went unheeded.
According to the association, over 30 affected landowners are yet to receive compensation for land acquired for the new route, despite repeated appeals to authorities.
Villagers stated that the new alignment was chosen to avoid die old PDW road, but several houses were dismantled to make way for the project with the promise of due compensation - a promise that remains unfulfilled.
In a statement, landowners said they were compelled to intensify their democratic agitation in the Phaibung area after December 10, 2025, if authorities fail to address their pleas.
They alleged prolonged neglect by the NHIDCL and district administration, despite both formal and informal requests for redressal.
The association revealed that they had earlier written to the NHIDCL on August 13 and to the Senapati district administration on August 23, urging the release of pending land compensation so construction could proceed smoothly.
They said authorities had been given ample time in the past to settle the matter, but no meaningful response was received.
Letters of support for the landowners' demands were also submitted to the Deputy Commissioner, Senapati, signed by village chairmen Z Kh Pani (Phaibung Khullen), S Recover (Phaibung Khunou) and V Careson (Lower Phaibung), with similar copies reportedly forwarded to the SDO, Chilivai Phaibung, the General Manager of NHIDCL (NH-102A), and the project Supervisor.
However, with no action forthcoming from the construction company or the administration, the association warned that landowners may resort to stronger measures - even hinting at possible unrest - if their compensation is not released before December 10 .
