Discourse held on census, delimitation and issue of illegal immigration

A discourse on census, delimitation and issue of illegal immigration was held as a part of the 46th Realisation Month 2026 at Manipur Press Club today.
The discourse on the theme "Census 2027, delimitation and need for National Register of Citizens in the context of massive influx of immigrants in Manipur" was organised by the All Manipur Students' Union (AMSU).
AMSU president Lukram Malangba, retired Head of Department of Political Science (Imphal College) K Sethajit, Professor RK Narendra, Head of Department of Law (MU) Professor Y Premananda and DMU Professor (Statistics) Naorem Sharat among others attended the programme.
Speaking at the event, AMU president Lukram Malangba stressed the importance of updating the National Register of Citizens (NRC) before conducting census to detect and deport illegal immigrants.
He said AMSU has prepared a list of recommendations to be submitted to the Government for implementation of the accords it signed with the Government of India and Government of Manipur in 1980 and 1994.The 1980 and 1994 accords were signed with the objective to detect and deport illegal immigrants, he added.
He said the proper census 2027, if conducted without updating NRC first, would be akin to naturalising foreigners or illegal immigrants as citizens.
Such a census would harm the State and its citizens, and may trigger a massive crisis bigger than the crises Manipur is facing since May 3, 2023, he added.
Other speakers including several resource persons also echoed the same concerns and said census exercise in Manipur should be conducted only after NRC is updated and Manipur returns to complete normalcy.
