Imphal, September 01 2015:
NPF Mani-pur State Unit has strongly condemned the 'merciless' killing of innocent people in Churachandpur by State security forces .
In a statement, the party observed that this ugly incident could have been avoided had the State Government taken proper precautionary procedures before passing the three Bills in its attempt to implement ILPS in Manipur.
As the Bills affect the hill areas, it should have been referred first to the Hill Areas Committee for discussion as per the rule of procedure and the conduct of business of Manipur Legislative Assembly.
The State Government is one sided in nature as it has failed to understand the multi-ethnic social set-up of Mani- pur, the party alleged.
Hill people were not consulted while drafting the Bill, as such it is natural to suspect that there might be some points which go against their interest, the party claimed.
Various hill organisations raised their voice against the Bills through the media expressing their desire to know the content and objectives of the Bills.
However, the Government deliberately ignored the voice of the people, the party alleged.
As such, the Government must be held responsible for the unwanted incidents happening in hill areas after the Bills were passed.
Past incidents are the testimony that Ibobi and Gaikhangam never listen to people's voice until some precious lives are lost, NPF said.
On August 30, 2014, two people died in police action in Ukhrul.
Sapam Robinhood was killed during a protest rally in Imphal on July 8.And now, many people have been killed in Churachandpur, NPF said.
The party further said that the State Government must take action against security personnel, who were involved in killing and injuring innocent people.
NPF also demanded the Government to take up immediate steps to expedite the process of ADC formation in Chandel and Tamenglong.
