Imphal, June 22 2025:
The Tribal Youth Council Manipur (TYCM), General Headquarters, has submitted a representation to the Chief Secretary and authorities concerned of the Finance Department, Government of Manipur, urging them to enhance the fund allocation from Rs 90 lakh to Rs 10 crores for the Manipur State Commission for Scheduled Tribes (MSCST).
In the representation submitted on June 17, the TYCM .
highlighted that approximately 90% of Manipur's geographical area comprises lull districts, while only 10% fells under the valley region.
The TYCM said that due to the vast and challenging terrain of the hill regions, undertaking developmental activities involves significantly higher expenses and logistical difficulties.
The volume of developmental expenditure is naturally proportional to the size and inaccessibility of the area.
The council also pointed out that the hill areas/districts generally do not have access to the internet, newspapers, television, and other forms of social information.
These services are mostly available only at the district headquarters.
Most villages located far from these district headquarters remain disconnected from such basic information sources.
While organising awareness or seminar programs in the valley districts is relatively easy, conducting the same in the hill districts is extremely difficult due to the vast geographical area and poor connectivity.
Awareness and seminar programs are most needed in the backward and remote hill areas to raise awareness about Government schemes and programs, tribal rights, and to disseminate timely social information.
The TYCM continued that these initiatives, led by the MSCST, are essential for empowering tribal communities and hence it is necessary to enhance the current fund allocation to enable the Commission to effectively implement such programs across the hill regions.
The council also claimed that due to financial constraints, the Commission is unable to effectively extend its reach to the remote hill regions.
Highlighting that the State can be considered truly developed only when both the hill and valley regions progress in an equal and balanced manner, the TYCM urged the authorities concerned to make special efforts and extend focused support to the hill areas to achieve balanced growth across the State.
