While returning from his college on September 11 afternoon, Serto Joseph was allegedly waylaid by fellow students and some unknown persons and beaten mercilessly using sticks, iron rods and helmets.
The whole incident was captured on a nearby CCTV camera, said KTOV .
While the Assam police have registered a case, the KTOV wants the CBI to handle the case, it said.
Serto's parents are farmers, and the family is not sound economically, it said, urging the Government for appropriate ex-gratia.
In the memorandum, the KTOV condoled and shared the grief and pain of the bereaved family members.
