Abuse of appointment norms in MOBC feared

Imphal, October 16 2011: There is strong suspicion of appointment anomaly in the Economic Development Society, a unit of Minorities and Other Backward Classes (MOBC) Department under the pretext of deputation and contract engagement basis of employees without any Government sanction on the said post.

According to an informed source, the MOBC Economic Development Society, which functions with the funding of the parent department, has a sanctioned staff strength of one Project Officer (PO), an Assistant PO, one Assistant Engineer, three Section Officers (SO-Civil), two Assistant-cum-computer operators and a peon on contract basis, in addition to an Executive Engineer on deputation basis.

Contrary to the approved strength of staff, the Society at present commands another Assistant Engineer on deputation, along with an SO (electrical), one legal officer and many other employees employed on contract/engagement basis, the source disclosed.

As these particular group of employees had been drawing monthly entitlements on a regular basis there is strong suspicion whether their appointment/engagement has the approval of the Finance Department for it is without doubt that paying their salary will be depleting the State exchequer, the source expressed.

It further opined that sly appointment or failure to check appointment anomalies in the MOBC unit will lead to gradual decadence of the Society which ultimately will not only mean endangering service of the genuine employees but also derail various welfare programmes for the underprivileged section of the society.

While drawing immediate attention and intervention of the Chief Minister, the source also reminded that due to absence of rules and regulations with regard to appointment of a Director of Minorities and Other Backward Classes (MOBC) speedy procedural clearances could not be effected.
