Urgent action to defuse situation demanded

Imphal, April 15 2026:
The Manipur Pradesh Congress Committee (MPCC), led by its president and former Chief Minister Okram Ibobi Singh, submitted a memorandum to Chief Minister Yumnam Khemchand today, demanding urgent action on the escalating situation in the State.
The document outlines a series of urgent demands following a fresh wave of violence that has claimed many lives across the State this month.
The memorandum highlights a "distressing" escalation in the longstanding conflict, specifically citing the killing of two children and inflicting critical injury to their mother at Tronglaobi in the wee hours of April 7.The MPCC also noted the deaths of three individuals at a CRPF post in Gelmon village on the same day, and the recent killing of a BSF jawan on April 10 in Ukhrul district.
It also highlighted the continuing violence between two communities in Ukhrul and Kamjong districts.
The MPCC has presented a 10-point list of demands for the State Government to restore normalcy:
The MPCC has called for a swift, time-bound investigation into the "inhumane killing" of two toddlers at Tronglaobi.
They have demanded immediate constitution of an Inquiry Commission under the Commission of Inquiry Act, 1952, to investigate the April 7 firing incidents.
The memorandum urged the Government to reopen National Highway 202 (Imphal-Ukhrul road), which has been closed since February 8, and to ensure safe access to hospitals, airports, and schools.
Expressing concern that Manipur Police have been rendered ineffective due to vested interests and administrative failure on the part of the Government, the MPCC demanded that the Manipur Police be restored and empowered as the primary institution for maintaining law and order.
It also asked the Government to formulate an economic policy and compensation package for the victims of the violence that began in May 2023.The MPCC has also demanded that the proposed census and delimitation exercises be deferred until a "fair and transparent" process is established to distinguish citizens from non-citizens.
Furthermore, they called for the establishment of a Foreigners Tribunal for Manipur under the Immigrants (Expulsion from Assam) Act and the Foreigners Act to address issues regarding illegal immigration.
"The Government must immediately rein in the violent activities of armed groups and individuals in the State of Manipur and book those involved in illegal activities," the memorandum stated, emphasizing that the State's administrative failure has contributed to the ongoing crisis.
It further urged the Chief Minister to facilitate immediate dialogue between all 'legal' stakeholders to bring an end to the three-year period of unrest.
