Imphal, February 15 2015:
Close on the heels of the State Government's effort to introduce a Bill similar to ILPS during the upcoming State Legislative Assembly session scheduled to commence from February 25, JCILPS has expressed its desire to discuss the issue with Chief Minister Okram Ibobi to rectify the loopholes of the draft Bill, if any, before it is finally introduced in the Assembly.
While lauding the Government for constituting the All Political Parties' Committee on ILPS in their effort to draft a Bill similar to ILPS, a JCILPS statement said that the committee has learnt from reliable sources that the draft Bill has certain loopholes.
As the State Government had declined the request of JCILPS to provide a copy of the political parties' report, JCILPS has little knowledge about the draft Bill, the statement added.
As such, JCILPS wants to discuss the matter with the Chief Minister before the Bill is finally introduced in the State Assembly, the statement added.
It said that all the non-indigenous people who came to Manipur after 1951 must have passes for their stay in the State.
Saying that no non-indigenous person must be allowed to become a land owner in the State, the statement said that the State Labour Department must regulate entry of non-local labourers.
Maintaining that all the non-indigenous people, who have entered the State illegally must be sent back to their respective States, the statement said that passes must be issued to them if they are inter-State migrant labourers.
