ILP counters opened at Jessami, Moreh & Jiribam

Imphal, January 02 2020: With the State Government's decision to implement Inner Line Permit System (ILPS) across the State from yesterday onward, ILP counters have been opened at Jessami (Ukhrul), Moreh and Jiribam in a bid to check and regulate entry of non-natives into the State.

Till yesterday, Government authorities received 330 applications for ILP including 63 at Imphal Airport, 62 at Mao, 33 at Jiribam and 5 at Moreh.

Jessami is situated at the border area of Manipur and Nagaland and is 120 kms away from the Ukhrul district headquarters.

Speaking with the Ukhrul correspondent over phone, OC of Jessami PS, Depend, conveyed that temporary ILP card will be issued from the counter to every non-local visitors at the rate of Rs 100 for 15 days' stay in Manipur.

He also informed that the process for renewing their ILP card would be done at the office of the district administration.

The OC further informed that a Sub-Inspector and two Constables have been assigned to the ILP counter.

So far, not a single ILP card has been issued from the counter, the OC said pointing out that no non-locals entered into the State through Jessami after the ILPS has been enforced.

Any person who is not an indigenous person or a permanent resident of Mani- pur, must obtain a permit to enter the State.

This is to check and prevent influx of non-locals into Manipur.

There are four types of permits, namely special category, regular, temporary and labour, the OC explained.

Two ILP counters were also opened yesterday at Moreh town, one at Indo-Myanmar Friendship Gate No 2 and another at Integrated Check-Post Moreh.

The two counters were opened by Tengnoupal district SP Th Vikramjit Singh and SDO Irengbam Dineshkumar.

Passes were issued to five individuals as soon as the counters were opened yesterday.

Speaking to media persons, Tengnoupal SP Th Vikramjit Singh conveyed that as per the ILPS guidelines, the two counters at Moreh town will issue ILP pass which is valid for 15 days.

He further explained that as the said ILP guidelines do not cover foreigners, the permit will not be applicable for them (foreigners).

Moreh Additional SP (Ops) M Amit, SDPO L Meghabarna and Moreh PS OC Kh Dilipkumar were also present during the opening of the counters.

Similarly, Deputy Commissioner of Jiribam, Rajkumar Mayanglambam, inaugurated the newly opened ILP counter at Jiribam in the presence of district SP Mubi Moirangthem and other dignitaries, officials and CSO leaders of Jiribam, yesterday.

Speaking to media persons, the DC said the Government of India extended Bengal Eastern Frontier Regulation 1873, under which Inner Line Permit System has been introduced in Manipur.

He further assured that the visitors will be dealt cordially considering the guidelines of the system and the officials concerned will try to fulfil the objectives of the ILP system.

Around 33 permits were issued from the Jiribam ILP counter yesterday.
