Following intense defiance from the Opposition legislators budgetary allocations of only three departments could be passed out of seven tabled by the Government under the List of Business in the State assembly today.
The Opposition members contended that it would be inappropriate for the House to approve the budgetary allocations of all the seven departments unless annual administrative report is tabled.
Three departments whose allocations had the unanimous consent of the legislative assembly pertains to State Legislature, Council of Ministers and Public Health Engineering while those dropped departments included matters concerning Secretariat, Medical, Health & Family Welfare, election and General Economics Service & Planning.
As the Speaker introduced the matter to the House MPP duo of O Joy and Dr Nimaichand Luwang referring to Point of Order contended that consent to the budgetary allocation of all the department listed for today's discussion prior to tabling of annual administrative report would be a negative trend setter to parliamentary process.
The MLAs expressing willingness to discuss demand of only those departments whose annual report had been received threatened to boycott the proceedings in case the treasury bench remain adamant.
Toying on the same line, Salam Ibohal demanding clarification from the Government on failure to furnish department-wise achievements ahead of the budget session also pressed for thorough explanation on the matter.
