House session from Feb 16

The State Cabinet has decided to approach the Governor to convene the 13th session of the 10th Manipur Legislative Assembly from February 16 .
The State Cabinet held a meeting this evening in the conference hall of the Chief Minister's Secretariat.
Briefing media persons about the Cabinet meeting which was chaired by Chief Minister O Ibobi, Government spokesman M Okendro stated that the State budget for 2016-17 would be tabled in the forthcoming Assembly session which would be opened with the Governor's customary address.
The session which would go on till March 4 may have around 14 sittings in total.
Nonetheless, the exact number of sittings would be decided by the Business Advisory Committee.
The budget for 2016-17 would be tabled in the form of e-budget.
For this, the State Finance Department has developed a software called Finance Budget and Expenditure Regulation Software (FIBERS) .
The Cabinet meeting held today gave its approval to table the budget for the next financial year in the form of e-budget.
The initiative to table the annual budget in the form of e-budget is aimed at greater transparency and accountability, Okendro informed.
The State Cabinet has agreed to recruit one coach each for Wushu, Cycling and Hockey under Youth Affairs and Sports Department.
The meeting further agreed to create and appoint 113 regular posts including the post of Principal for District Institute of Education and Training (DIET) under the State Council of Education Research and Training (SCERT) after relaxing the existing ban on appointment.
Of the 113 posts, 49 would be reserved for DIET Imphal East while the remaining 64 posts would be distributed to the other districts.
The Cabinet meeting also agreed on not levying property tax, VAT and service tax on the Imphal Solid Waste Management Plant being taken up at Lamdeng, Imphal West.
