Question raised over sponsored candidates

Three candidates, who have not been State service, have been allowed by the State Health Services to appear in the entrance examination for taking up PG course under sponsored category.
Questions have been raised how the Health Services allowed these candidates to appear in the entrance examination in the first place.
According to a reliable source, at the instruction of the Government, the Manipur Public Service Commission had conducted the recruitment test for medical students who have completed 5-year MBBS course and appointed more than 300 doctors to fill up the vacancies in the State Health Services.
The entire recruitment process completed on
November 30, 2011 .
After this, an entrance examination for admission in Post-Graduate course had been conducted on February 28, 2011 along with issuing a list of eligible candidates.
On the same day of the entrance examination, the result had been declared selecting 50 candidates.
Among these 50 selected candidates, there are three of them who have never been in State service.
But they have been allowed to appear in the entrance examination as sponsored candidates.
In the result of the entrance examination, all the three candidates have been featured in the waiting list.
The roll number of the said candidates are respectively S-8828, 8829 and 8833 .
No official order has also been issued till date in connection with the inclusion of the names of the three candidates in question in the waiting list, the source pointed out.
Now the question is how these three candidates who have never been in the State service have been allowed to appear in the entrance examination as sponsored candidates and who has issued the sponsored certificates to these three candidates, the source observed.
Moreover, among the 50 selected candidates for taking up PG course, 47 of them including the three candidates in question have completed their first semester.
Now, the question that has arisen is who is going to pay salary to these three candidates on completion of the course and from where, the source said, while pointing out that selected 50 doctors have already been deputed/posted as Medical Officers in various districts of the State.
The source explained that there are two categories of candidates in the entrance examination.
Candidates who have passed their MBBS study from RIMS are in open category while those who already in State service come under the sponsored category.
