Senior citizen pitches for DCs

Imphal, September 06 2012: The ongoing drive against foreigners would be ineffective if there is no coordination between district level civil and police authorities, opined Senior Citizens for society Manipur president Ningthoujam Binoy Singh.

Chatting with the Sangai Express, the senior citizen strongly advocated constant deliberation and close coordination amongst officials involved in the campaign.

He suggested that as Deputy Commissioners are the administrative head of the districts, the incumbents should take the leading role in sorting out the problem of foreigners illegally entering or staying in their respective districts.

Leaving alone the task of detecting and deporting foreign nationals from manipur would remain incomplete as DCs are responsible for overall administration in their respective area of jurisdiction, reiterated Binoy.

While a similar mechanism is also essential to check unrestrained influx of migrant workers into Manipur, house owners too should understand the problem that would be created when the number of non-locals rise continuously, pointed out the senior citizen.

observing that nearly 2000-3000 non-locals enrolled in the electoral rolls in Thangmeiband assembly constituency and about 2000 non-locals exercising voting rights in Sagolband assembly constituency are cause for concern, he also cautioned that politicians and bureaucrats endorsing or intentionally supporting enrolment of non-locals in the electoral roll would backfire in the long run.

Asserting that rapid increase in the number of non-local voters in Jiribam and Serou areas as an indication of voter identity cards being issued without following prescribed norms, he stated that antecedents of people should be minutely checked before fresh enrolment in the electoral roll is allowed.

The same procedures should be followed by officials concerned at the time of issuing citizenship documents, he added.

Lamenting alleged threat to people of North East in other cities consequent to the violence in Assam, Binoy suggested that placing liaison officers of the State Government in cities where there are substantial number of people from Manipur would be able to provide timely assistance to the people in distress.

Opening up of Manipur Bhavans in other parts of India and not in Delhi and Kolkata would be helpful, he said.
