Imphal, May 16 2012:
Registering vehement condemnation over the proposed setting up of National Counter Terrorism Centre (NCTC), a one-day seminar on NCTC today organised by the United All Communities Social Uplifters, Imphal has decided to oppose tooth and nail any move to set up the Centre in the State.
The one-day seminar held at Manipur Press Club was attended by representatives of various organisations and bodies of the State.
Resource person of the seminar, Dr Dhanabir Laishram while speaking about the NCTC and its local implication, said the setting up of NCTC in Manipur where there is already a draconian law, AFSPA, could be interpreted as a hidden agenda to wipe out the people of Manipur.
Advocate Angomcha Araba said the legislators should deeply deliberate upon the setting up of NCTC, a centre established by the US to counter terrorism, in Manipur.
Political activist, Laishram Sotinkumar said the setting up of NCTC in a federal set up like India is not practicable.
Khoirom Loyalakpa, editor of Naharolgi Thoudang said the proposed raising of NCTC in Manipur is not only unfortunate but illogical.
Observing that the 'national liberation movement' might not have been heightened had black laws not been enforced in the State, Loyalakpa said the enforcement of another draconian law may double the number of militants than solve the problem.
Lecturer of LMS Law College, Dr N Pramod said NCTC is a big machinery for the violation of human rights as enshrined in the International Law adding that a public voice is needed to counter the NCTC.
Stating that NCTC would be more dreadful than AFSPA, Advocate Khaidem Mani observed that it (NCTC) may serve as a recruitment centre for militant groups.
AMWJU President A Mobi, Assistant Professor of MU Chinglen Maisnam and Col (retd) RK Rajendra have also shared their observation at the seminar.
The technical sessions of the seminar were moderated by Prof N Joykumar and Prof W Nabakumar of MU.
