Meet resolves against NCTC proposal

A one day Seminar on National Counter Terrorism Centre (NCTC) was organised under the aegis of All Communities Social Uplifters (UNACSU)at Manipur Press Club here today.
The seminar was moderated by Prof N Joykumar of History Department, MU in the morning session while W Nabakumar of Anthropology Department, MU in the evening session.
Speaking as one of the resource persons, Dr Dhanabir Laishram, Social Activist stated that the proposed NCTC to be set up as a means to counter terrorism will have adverse effect on the rights of the states.
He further stated that the proposal of setting up NCTC in the states where there is already the presence of National Investigation Agency (NIA) is a matter of deep concern and there is apprehensions over possible hidden agenda behind setting up NCTC.
He pointed out under the proposal; offices of NCTC are to be set up across the states to gather real-time information.

It will be headed by an Intelligence bureau official who would report to Home Ministry.
NCTC officers can carry out raids without a prior permission of respective states.
If this NCTC is set up in a state like Manipur, it will prove to be more dangerous than AFSPA and the people of the state will be affected with increase cases of human rights violations.
Speaking on the topic "Why this hue and cry over the NCTC issue while we Kangleichas already have AFSPA", Advocate Angomcha Araba said that the proposed NCTC, which is a means to bring about a cordial relation between India and USA, is likely to hit the people of the states hard, much harder than that of AFSPA.
He further stated that all the 60 MLAs of the state should voice together against the proposed NCTC during the monsoon sessions of the State Assembly.
The seminar also took a number of resolutions unanimously.
The resolutions include condemnation of the proposed NCTC in Manipur where the state is already suffering under AFSPA, apart from disturbing the principle of federalism.
Laishram Sotinkumar, Political Activist, Khoirom Loyalakpa, Editor, Naharolgi Thoudang,Dr N Pramod, Lecturer, LMS Law College and Khaidem Mani, Advocate also spoke on various topics related to NCTC, as resource persons.
