Imphal, June 28 2019:
The JCILPS has come out strongly against the statement of MLA Y Khemchand who purportedly said that the demand for ILPS is not reasonable.
The statement of the MLA which appeared in a local daily of Guwahati went viral and this is how it came to the notice of the JCILPS.
Speaking to media persons at JCILPS office at Sega Road Konjeng Hajari Leikai today, its convenor Yumnamcha Dilipkumar said that in the September 11, 2017 issue of a local daily of Guwahati, Dainik Purvoday, Y Khemchand was quoted as saying that the demand for ILPS is wrong.
A photo clip of the said news went viral on social media recently, he said adding that the MLA's statement is unfortunate and if the said incident turns out to be true, then it can be said that he stands against the interest of Manipur.
Demanding the Khemchand to clarify at the earliest, Dilipkumar explained that demand for ILPS is not a new one but has been present since 1980.Due to the huge protest by AMSU and AMSCOC, the Government and the CSOs singed two agreements, one on July 22, 1980 and another on August 5 the same year.
Further, AMSU and the Government signed another agreement on November 9, 1994, he added.
Later JCILPS was formed and due to the public pressure, the Protection of Manipur Peoples' Bill 2015, the Manipur Land Revenue & Land Reforms (Seventh Amendment) Bill 2015 and the Manipur Shops & Establishments (Second Amendment) Bill 2015, were passed by the State Assembly.
However, none could be enacted.
Then, on July 23 last year, the Manipur People Bill 2018 was passed by the State Assembly but it is still waiting for the President's assent, Dilipkumar informed adding that all these are related in one way or the other to the implementation of ILPS and protection of the indigenous people.
Dilipkumar also explained that the latter Bill was passed when Khemchand himself was the Speaker and added that in the struggle for ILPS, Sapam Robinhood lost his life and many others went through a hellish ordeal.
Sidelining all these struggles and seemingly mocking the effort of the people will not be taken lightly by JCILPS, he cautioned and demanded the MLA to clarify immediately.
On the other hand, the JCILPS convenor informed that the 4th memorial event of Lamjing Meira Sapam Robinhood will be observed at Awaching on July 8 and appealed to one and all to participate in the event.
