Sans IHS diseases control steps stutter

The absence of Integrated Health Society in the State has hampered the timely implementation of Centrally funded diseases control programmes.
Revised National TB Control Programme, National Vector Borne Diseases Control Programme, National Leprosy Eradication Programme, Iodine Deficiency Diseases Control Programme, Integrated Diseases Surveillance Programme, Blindness Control Programme and Mental Health Programme are the programmes being sponsored by the Central Government.
According to a reliable source, the diseases control programmes have been implemented in the State with funding from the National Rural Health Mission (NRHM).
Before the introduction of NRHM, funds for the said health related programmes were sanctioned by various agencies under the Government of India.
Even if funding for such programmes has been done by the NRHM now, the Government of India had laid down a stricture that the programmes be implemented on time with the institution of a Integrated Health Society comprising officials of the implementing agencies.

Accordingly, the society should inform the NRHM authority in case of any shortage of fund after a meeting of the members.
The institution of an Integrated Health Society would make the implementation of various health related programmes more effective with the inclusion of many experts in the field, the source said.
According to the instruction of the Government of India, the IHS should be instituted and implemented from 2005.However, due to the non-institution of the same, the implementation of many health related programmes could not make much headway as NRHM delays sanctioning of funds and salaries for the officials.
The months from May to September is usually known as the period of vector borne diseases transmission during which the National Vector Borne Diseases Programme funded by Government of India is to be implemented.
Medicines and drugs for the programme should be acquired as per the requirement for the programme during this time.
The same cannot be acquired for now due to paucity of funds, the source added.
