Manipur Human Rights Commission (MHRC) members A Rabindra, Kh Chonjon and Y Laba today visited Hangun and conducted an on the spot inquiry into the alleged excesses of the 5th Assam Rifles posted at Hangun in the area during October 23 and 26 which led to residents deserting their homes.
During the visit, the Commission surveyed portion of the road in front of the AR post allegedly dug up by the AR personnel and cutting down of trees around the area.
The team also visited the houses which were fired upon during the shoot out on Oct 21.The houses of one Meikam Naba and the chowkidar of the dairy farm nearby bore tell tale signs of the firing incident.
A resident identified as Laishram Gopal told the members that he returned home only three days back after fleeing the place due to fear of reprisals after the October 21 encounter.
Even now, he does not stay home in the night, he said.
Family members of the dairy farm said that two members of the family have not returned home till today.
The ex up-pradhan of the area said that several villagers who had fled home following the rampage of the Assam Rifles personnel have not returned to their homes till today.
Those few who had returned have not been staying home in the night due to fear.
Stating that sounds of two gunshots were heard from the AR post at around 9.30 last night, a panchayat member complained that the AR called some panchayat members and asked whether they could hand over some UG members to them.
Alleging that numerous properties have been destroyed arid even cows have died during the four day AR "blockade", villagers lamented that fear still prevails in their minds and they have not been able to lead normal lives after the incident.
The Imphal West DC and the SP accompanied the Commission team to Hangun.
He told the Commissioner member that police have not registered any case in connection with the incidents as neither the AR nor the public have lodged any complaint till date.
Villagers demanded shifting of the AR post from the area.
Militants attacked the AR post located at Hangun on the night of October 21.No one was injured in the attack.
AR personnel after the attack blocked the Hangun road and conducted operations in which the villagers alleged of excesses.
