Imphal, February 09 2009:
Inspite of the restriction imposed on entry of UGs and setting up of Special Police Officers (SPOs) for self protection, armed cadre of a UG group reportedly visited Heirok and threatened a villager at gun-point on the night of February 7 .
The villager has been identified as Ningthoujam Rajmani (48) s/o Nipamacha of Heirok Part-I Heitupokpi.
Rajmani is a construction worker presently engaged in construction of a house belonging to one Saikhom Gobardhan of Heitupokpi Maning Leikai, said teh local people.

Recounting the incident, Rajmani informed that after wrapping up the day's work he was talking to the armed cadre and another person when all of a sudden the armed cadre got furious and pointed the gun at him over some comments made by him.
When the news of the incident spread, Meira Paibis chased the armed cadre and rounded him up from Heitupokpi Mamang Leikai.
But somehow the armed cadre managed to escape after leaving his 9 mm pistol which had been subsequently handed over to the Imphal East Police Commandos, Rajmani said.
Expressing unhappiness over the incident which has come about even while the restriction imposed on entry of UGs is still in force, local residents informed that before escaping the armed cadre had disclosed the UG group to which he is belonged to.
The local residents have also complained against the failure of the personnel of the IRB post at Heirok by the Government to ensure protection of the people to carrying on with their ROP duty at night.
However, Jamadar T Ibomcha of the IRB post asserted that ROP duty is being carried out in and around Heirok area every day in the morning from 6.30 am to 10 am, in the afternoon from 2 pm to 5 pm and gain at night from 5.30 pm to 9 pm.
Over and above this, BSF personnel are also on RPO duty, the Jamadar added.
On the other hand, around 300 SPOs recruited by the Government for self protection of the villagers have not yet been assigned any duty.
Apart from no providing the required arms and ammunition, the barracks for the SPOs are also yet to be constructed.
Though salary for two months have already been disbursed to the SPOs.
In the absence of the barracks, the SPOs are staying in their respective houses while coming to report at the IRB post once in the morning and again in the afternoon every day.
