Lokayukta Bill is a toothless tiger: MLA, O Joy

Leader of MPP Legislative Wing MLA O Joy today said that the Lokyaukta Bill passed in the State Legislative Assembly is like a toothless tiger which will not be an effective tool to check corrupt activities of government officials, bureaucrats and public representatives.
He was attending the inauguration of Langthabal Kunja Community Hall and Waiting Shed as Chief Guest.
Speaking on the occasion, MLA O Joy said that the Lok Sabha is discussing to pass the Lokpal Bill to check rampant corruption by government officials and public representatives.
Likewise, the Lokayukta Bill was passed to check corruption at high level in the state.
The Bill introduced by the Chief Minister contains the details of investigation procedure and authority for investigation over any Ministers, MLAs and officers.
However, the bill makes the State Legislative Assembly as the competent authority to give approval for investigation into allegations of corruption against Chief Minister.
He further said that Opposition MLAs demanded review the bill and make the Governor the competent authority to grant the approval for investigation over the Chief Minister before the bill was passed.
Since Opposition is minority in the House, the proposal of Opposition was rejected by the members of the majority ruling party.
Speaking about the private member resolution on the imposition of Inner Line Permit system in the state, the Chief Minister told him that there was already a PIL pending in the Gauhati High Court regarding the implementation of ILP which forced him to withdraw the motion.
Unfortunately, it came to light only after the session was over that no PIL was filed in the HC regarding ILP instead there was a PIL demanding the lifting of PAP.
It is unfortunate for a responsible person like the Chief Minister to mislead the House over such a serious issue, O Joy said.
Since Manipur is entangled in many major issues, people should exercise their voting rights wisely in the ensuing 10th Manipur Legislative Assembly election and select the right person and party to bring peace and tranquility in the state.
According to the Indian Constitution, a citizen of India can reside in any place of the country.
However in case of Manipur the situation is different.
Just think what will happen to our future generation if the government gives free hand to the common people to flock in the state and settle down here.
This influx will become a major threat to the survival of the indigenous people.
In such situation, sending the right person who will fight for the indigenous.
people and the integrity of the state is very important, he added.
Frustrated youth of the state are revolting against the Indian Constitution for a free Manipur after India annexed Manipur.
Instead of bringing a solution to this political conflict, they can't simply be left abandoned.
Politicians should have a vision for development and peace.
Contractors turned politicians lack the quality of being a good leader and politician, Joy said.
Earlier, MLA Joy also inaugurated a community hall at Lilong Chajing Mamang Leikai and a temple of Ibudhou Moirangpokpa at Kakwa.
Four MPP offices were also inaugurated at difference places by the Opposition MLA.
