Imphal, October 27 2016:
Chief Minister O Ibobi has promised potable water for all the people living in the hills as well as the valley by 2020 provided the Congress party is re-elected in the 11th Manipur State Legislative election.
He was speaking at a one day political conference held at Takyel Kolom Leikai under the aegis of Patsoi Block Congress Committee.
Addressing the conference, Ibobi asserted that peace and development can be maintained in both India and Manipur only through strengthening Congress party.
He then appealed fervently to all the voters to ensure victory of Congress party in all the 60 Assembly segments.

In order to address the issue of unemployment, the Government has been formulating a plan called Manipur Start Up Policy.
Stating that the people of Manipur are not fools, the Chief Minister asked BJP to stop making baseless propaganda.
Whereas BJP leaders have been shouting repeatedly that they would safeguard the integrity of Manipur, it has been working closely with NPF in Nagaland whose primary agenda is integration of Naga inhabited areas of Manipur with Nagaland.
When the NPF Government of Nagaland adopted a resolution in the Nagaland State Assembly for integration of Naga inhabited areas, BJP supported it.
It would not be right to politicise the territorial integrity of Manipur.
Being a common issue, all political parties need to join hands when it comes to integrity of Manipur after leaving aside all their differences, Ibobi asserted.
When Congress party assumed power 15 years back, the new Government was greeted with an overdraft of Rs 550 crore and it was also a coalition Government.
At that time, BJP led NDA was in power at the Centre and the State Government received little assistance from the Centre.
The State Government's economic woes were ameliorated considerably after UPA came to power at the Centre with Dr Manmohan Singh as the Prime Minister as the UPA gave an economic package of Rs 2700 crore.
Since then, the State Government has been able to avoid overdrafts.
In the meantime, Kangla was freed from the occupation of Assam Rifles, foundation stone was laid for Jiribam-Imphal railway project, the three Ima Keithel complexes were inaugurated and both RIMS and Manipur University were adopted as Central institutions.
Even as many Union Ministers visited Manipur after the NDA Government headed by Prime Minister Narendra Modi assumed power at the Centre, none of them announced a single project for Manipur.
Even as more than enough land has been handed over to the concerned for the National Sports University, the construction work is yet to take off with the Central Government insisting that the necessary land has not been provided.
Soon after NDA came to power, Central assistances given to States like SPA, NCA and ACA were cut off.
"We would not beg but would obtain all the shares rightfully entitled to the State", Ibobi asserted.
He then informed that Thoubal Multipurpose Project and Dolaithabi Barrage project are ready to be commissioned.
The Chief Minister also released a booklet which highlighted different development activities undertaken by Social Welfare Minister AK Mirabai in her home constituency, Patsoi AC.
Deputy Chief Minister Gaikhangam, MPCC president TN Haokip and many Congress Ministers and MLAs too spoke at the conference.
