Meet for House to pass ILP

A political dialogue convened by Federation of Regional Indigenous Society (FREINDS) unanimously resolved to urge the State Government to facilitate passing of the Inner Line Permit System regulation in the coming Monsoon session of the Assembly.
The dialogue, convened at the State Guest House, Sanjenthong also strongly advocated a univocal demand for the regulation of the ILP system by indigenous communities of the State both in the valley and hills.
Speaking at the occasion, former Minister RV Mingthing observed that it is not only the responsibility of the majority community of the State to safeguard and protect the indigenous people.
Every indigenous community of the State should take collective responsibility.
Outsiders have not only settled in the valley but also in the hills.
He asserted that many outsiders have settled in hordes in Ukhrul, Churachandpur, Senapati, Tamenglong and Chandel districts.
He said, the population of migrants from mainland India as well as from countries like Nepal and Bangladesh have increased alarmingly.
RV Mingthing wondered as to how the implementation of ILP system cannot be possible in Manipur when the same has been implemented in neighbouring States like Mizoram, Arunachal Pradesh and Nagaland.
He called for a unified struggle among the many social organisations of the hills and valley to demand the enforcement of ILP.
Dr Dhanabir Laishram recalled that several memoranda for the regulation of the ILP have been submitted to the Government apart from many discussions in the Assembly.
However, the regulation of the ILP only seems a distant dream.
He is of the view that it is now time to serve ultimatum for the regulation of the same.
He called for a coordinated struggle among the hill and valley people for the regulation and implementation of ILP in Manipur.
Rose Mangshi Haokip pointed out that migrants confinement in Manipur is visibly highest in Senapati district.
She underlined that ILP is a necessity in the State.
Dr Lisham Khomdon stressed on the need to sensitise all the 6o MLAs of the State about the ILP.
He advocated that the indigenous people of the State need protection under ILP system.
President of UCM, Yumnamcha Dilipkumar asserted that demanding the regulation and implementation of ILP in Manipur is not against the Constitution of India.
It also doesn't mean to bar entry of any outsider in the State.
Everybody has the rights to move and settle at any place according to their works.
But it is necessary to control and monitor the unrestrained settlement of outsiders in the State by implementing ILP system.
Secretary of FREINDS Joy Chingakham said that the indigenous tribals and Meetei communities have been overpopulated by outsiders.
He urged all concerned to put strenuous effort for the protection of the land and the ethnic communities as well.
The dialogue was moderated by retired Chief Justice RK Manisana, which was attended by academicians, lawyers, leaders and representatives of social organisations.
